Put a meter on the shift motor if you read voltage at the shift motor and the motor doesn't move its probably the motor. There is a slim chance a wire has chaffed shorting somewhere leaving you with voltage and no current to actually move the motor, but that is a slim chance in hell.

I have changed the relays and the switch (i had a feeling they were working, but i wanted to be 100% sure). I can get 4x4 engaged by jumping the relays with a wire. the motor engages it just fine.
